We have always outsourced these services, but our volumes are decreasing. Could it be a good time to in-source and control the supply chain ourselves?

No , if anything this is exactly when third-party logistics (3PL) makes sense. As volumes and markets contract or expand, 3PLs allow you to leverage economies of scale and quickly increase your footprint or services; this is something in-house supply chain departments cannot do.
